The story takes place in March 1999, Kosovo. It is the period of NATO bombing. Massive displacement of Albanians on ethnic basis. Terror, fear, insecurity and hunger have plagued the town of Gjakova.

Dear Enemy tells the true story of the director’s grandfather who became friends with a German officer during the WWII German occupation of Albania while hiding a partisan, an Italian soldier and a Jewish watchmaker in his cellar.
Andre starts as a teacher in a remote mountain village in Albania. His first task is to choose one of two communist slogans. He picks the shorter one, which is appreciated by his class, because they have to build the slogan on the hillside using whitewashed rocks. However, this means that the longer slogan goes to Diana, the French teacher to whom Andre is attracted. Andre gets on the wrong side of the communist party boss of the village, when he stands up for an unjustly accused goat herdsman, whom he had befriended. The boss is determined to take his revenge on Andre.
Young Kristo lives in a village at the edge of gorgeous Lake Prespa, a body of water divided on the borders of three Balkan countries Albania, Macedonia and Greece. In order to support his family, Kristo has become a small-time marijuana smuggler, using his boat and knowledge of the lake waters to transport drug packages from the Albanian to the Macedonian side.
The dream of a man whose old age has forced him to retreat to the life he once lived. He feels that society doesn't appreciate him for what he is, so he starts living in his memories and departs from reality once and for all.
An amateur cycling team from Albania heads to France to take part in a tournament only to discover on the way that revolution has broken out back home.
