Mateo Melgarejo is a notary public and scribe for the illiterate people of Santo Domingo, a neighborhood north of Mexico City's Zócalo. A squatter friend asks for his help in negotiating with the land census bureau to regularize a land title. After a great deal of frustration with the government bureaucracy, he writes a letter to the cabinet minister, earning an audience with him. The minister hires Melgarejo to reform the bureau, and the appointee proceeds to lecture the officials on their duties in a democratic society. At the end, he gives up the post, returning to Santo Domingo to help its poor residents.

Berenice (Navarro) is a woman with a mysterious past. A scar crosses her face and nightmares of fire and horses fill her lonely nights. She maybe killed her husband but nobody can be sure. In the present, Berenice lives with her godmother (Roldán) a money lender so fragile that she's always resting in her bed. The two women live in an almost perpetual seclusion, except on Sundays when they go to the church and to the movies. One day, the godmother's doctor dies and she asks Berenice to go to his velatory. There they meet Rodrigo (Armendáriz Jr.) the doctor's son, a handsome and free-spirited young man for whom Berenice falls in love.

Young priest Father Sebastián is assigned to a parish in San Jeronimo el Alto, where he is not welcomed by the community, particularly the resident priest Father Damián. The newcomer gradually earns the trust of the people through humor, but firmly captures their hearts by saving the town fiesta by fighting a bull when the hired torero failed to show. Father Sebastián counsels the townspeople, lecturing them on their duties in a modern society. He used the collection plate to redistribute the town's wealth more evenly.

Nazarín is the priest who leaves his order and decides to go on a pilgrimage. As he goes along subsisting on alms, he shelters a prostitute wanted by the police for murder. He is released from suspicion and she eventually catches up with him when she escapes imprisonment. Another woman joins the duo and soon the ex-priest is learning more about the human heart and suffering than when he wore robes.

This film tells several short stories that end up lapsing in the emergency room of a hospital, because it is dedicated to nurses. Cantinflas appears at the end of the film playing the role of Luis, a man who has five daughters and looks forward to a boy, but fate plays a trick and the child dies at birth, but history gives a nice twist and a message of hope.

The other last one - of the other family - hasn't left the village and is waiting for the doctor to come "home" as he plans to kill him, to settle this war on this matter of honor once and for all. And the people of the village want blood.

Rosario, the niece of the rancher, returns to the ranch after ten years of absence. She takes in Margarito, a worker at the ranch, who is immediately smitten by her. Rosario is rescued from a runaway horse by the Seven Men, an outlaw a la Robin Hood that steals from the rich and gives to the poor. He also happens to be the twin brother of Margarito, unbeknownst to him. The confusion between Margarito and the Seven Men generates great comical situations in the film.

Dona Perfecta is just as traditional as any of the other townspeople though, and only suffers Pepe due to the fact that he is family. When Pepe and his cousin Rosario fall deeply in love, the situation quickly comes to a head.
