Similar to "The Dirty Dozen" or one of that nature. Japan is trying to take over the world and the generals of the allied forces trying to stop the Japanese have been taken prisoner. A force of loners and fighters is put together to try and rescue the generals and save the war effort with the promise of gold and/or pardons of past crimes.

The plot it involves getting rid of the Devil Clan, a gang of very efficient robbers who have never been caught. The depredations must have gotten more blatant because two constables, played by Pearl Cheung Ling and Tin Hok are both tasked with eliminating them. Pearl Cheung recruits Lam Gwong-Wing who is either the third constable of the title or an informant. Lam is a bit of a goof—he would rather lounge in luxury with beautiful young women peeling grapes for him than go after the Devil Clan—which seems to make a lot of sense—but he reluctantly goes along with her after she threatens him. Lam is literally grabbed away from her by the constable played by Tin Hok for his war for his parallel operation. There is a third figure, neither a constable nor a Devil Clanner. He is Wolf Warrior who simply shows up and kills people—lots of people.

This is the first starring role I've seen Casanova Wong play. He and the film's producers seem to be paying homage to Toshiro Mifune, Clint Eastwood, Jimmy Wang Yu et al. Casa is very much the taciturn, serious lone man on a mission. He is always focussed, apparently calm, until he explodes into action.

After there is a mishap at a mine that causing many to die or become injured, Master Chien (Danny Lee) decides to add insult to injury by not paying out any funds to the survivors of the victims to keep costs down. Many of the townspeople try to get Master Chien to change his mind, but Master Chien does not relent on his decision. The townspeople then ask the Iron Fist King, Chuang Yang (Chao Hsiung), to pay Master Chien a visit and get him to change his mind. After the Iron Fist King shows up at Master Chien’s and defeats his top fighter, Chi Hung (Tsai Hung), Master Chien decides to comply with the townspeople’s wishes, but little does everybody know that Master Chien has a backup plan that will cause everybody to suffer the consequences and that includes his own self.

Shang Li is suspected of murder. He runs away, and while the hunters search for him, they have plenty of time to think again. Maybe Shang Li is innocent? Isn't there someone else around with a much better reason to commit that murder? Which takes us into the second half of the movie where much more kung fu fighting takes place than in the first.
