Lionel and Tin are on an ill-fated but well scripted journey into the depths of the American psyche. Recently escaped from Trinity Psychiatric Center, an 'alternative' institution for the wayward, the pair hits the road on a mission from God. Appearing in the form of an aged cowboy named Don, the Almighty enlists Lionel and Tin to inscribe the Final Commandments in order to save the world from its ultimate destruction; rumored to be soon. Plagued by their own madness they begin to uncover their own dark past which might ultimately lead to their undoing, or at the very least, a serious re-write.
When the dam in the town of Rutland starts to show signs of wear. David Powell, the architect who originally worked on the dam but was removed and who left town after he was black balled by Walker, the man who only cares about making a profit; returns. He insists that the dam be drained and inspected but Walker claims it would take too long and would be too costly. David goes to the dam and notices a few anomalies. He then tries to warn the deputy mayor who happens to be his estranged wife but out of anger she refuses to listen. Also David tries to reconnect with his son who resents his desertion.
A hardened New Orleans cop, Dave Robicheaux, finally tosses in the badge and settles into life on the bayou with his wife. But a bizarre plane crash draws him back into the fray when his family is viciously threatened.
