Steele, a plainclothes Chicago cop, is recruited by the FBI to foil an assassination plot in Dallas, Texas. It seems that Joe Keno, a former nemesis of Steele, is planning to assassinate the Iraqi ambassador to the U.S. Keno is funded by several prominent Texas businessmen. Steele travels to Dallas, where he makes friends with Barnes; Steele is contacted by a Dallas-based FBI agent who sets him up with his contact, "Peacekeeper." Joe Keno has abandoned previous ways and methods; the assassin is now also a serial killer. While Keno's victims are found in abandoned warehouses and parks, Steele encounters numerous obstacles. The Chicago cop encounters friendly Texas racists, is ambushed in a redneck saloon, and battles the incompetence and petty jealousy of Dallas police. Meanwhile Steele tries to stop Keno before the Iraqi ambassador becomes his next victim.

When his family is murdered by members of a drug gang, an undercover CIA agent tracks them down, but they escape and flee to their hideout, a fortress in South America. Knowing he can't count on the local authorities for aid, he calls on one of his fellow CIA agents for help in cracking the fortress, and getting to the gangsters and eliminating them and their leader.
Chuck Murdock, a 12-year-old boy from Montana and son of a military jet pilot, becomes anxious after seeing a Minuteman missile on a school field trip. He protests the existence of nuclear weapons by refusing to play baseball, which results in the forfeit of a Little League game by his team. "Amazing Grace" Smith, a fictional Boston Celtics player, played by NBA star Alex English, decides to join the boy in his protest by resigning from professional basketball. This gives it nationwide coverage, inspiring more pro athletes to join the protest against nuclear weapons. The film reaches a climax when the President of the United States personally meets with Chuck, admiring his resolve but at the same time explaining the practical difficulties of disarmament. Sinister forces, meanwhile, threaten the lives of Amazing Grace and his agent, Lynn.
