A large, dinosaur-like monster has risen from Tokyo Bay and attacked the city. As the government collapses into chaos, the people of a rural town in Fukui Prefecture, from whose perspective we see the entire movie, watch as the events unfold on TV. Some decide to run for their lives, some take it as a sign of the apocalypse, some go completely crazy, but most of the townspeople wait and watch, and wonder where the monster will head next.

Detective Muramatsu's wife, Fusae, is killed by a drug addict. After the criminal climbs to the roof of the house with a hostage, Muramatsu shoots him dead in order to rescue the hostage, but the public denounces his actions as stemming from the personal grudge of a detective whose wife was just murdered, and he is demoted.

A master swordsman is ordered to go undercover on a mission to find and destroy a cannon factory being used by two samurai clans that try to usurp power and gain the position of shogun for one of their own.

Rennyo was the key figure responsible for the restoration of Shin Buddhism in Japan, in particular the Honganji lineage that had a slump in its fortunes during the Middle Ages. According to the legend, his motivation was a pivotal childhood incident at the age of six when his mother summoned him and told him about his destiny to revive the fortunes of the Honganji school to which he was the next in line. She then mysteriously disappeared from the temple. Taking her words to heart, from a background of great poverty and hardship, at the age of 16 he set out to spread the word across the land.

Ide begins an investigation to find out where the shirts are being made, but before he is able to uncover anything, he is killed on a train and his little black book, filled with secret data, is stolen. Sugino then starts a one-man search for both the killer and the factory turning out the cheap shirts.
