Story continues from the "Signal" drama series. In 2021, a limousine taxi driver causes an accident on a highway and a high-level government official dies in the accident. Cold case investigation team, including Kento Saegusa (Kentaro Sakaguchi) and team leader Misaki Sakurai (Michiko Kichise), have doubts about the case. Meanwhile, in 2009, administrative officers die consecutively in car accidents. The police announce these deaths as accidents. Takeshi Ooyama (Kazuki Kitamura) believes that these deaths were not the product of simple accidents. At 11:23 PM, a walkie-talkie turns on and makes a connection between the future and past. Kento Saegusa and Takeshi Ooyama face the threat of bioterrorism.

This film features a large extended family (and associates) even more extensive than the one portrayed by Ozu in "End of Summer". The central character is Setsuko Hara -- a poised middle-aged woman, whose wealthy (and prestigious) husband dies at the outset of the action, leaving her widowed but holding the proceeds of a million yen insurance policy. Established in the cause of justice, and to prevent future aggressive wars the trials drag on for two and a half years. And on December 23, 1948, General Tojo and six other war leaders mount the thirteen steps to the gallows at Tokyo's Sugamo prison.

However, the Emperor places his confidence in General Nogi.

Meiji Tenno portrayed the ramp up to the Russo-Japan War. In addition to showing the political events that led to war, it also showed the era from the story of a farm family in rural Japan who sent their son off to war. As such, it could be considered an anti-war movie, showing how, while war is devised by governments, the people do not really understand what war is, and it's combatants often do not know what they are fighting for.
