Hoping to overthrow his brother as ruler of the planet Metropolis, the evil Graal enlists the help of the insane Dr. Kraspin, who has invented a chemical capable of turning an ordinary person into a perfect soldier. They test this chemical on the pilot Golob, turning the unsuspecting victim into a mindless but indestructible automaton possessing superhuman strength. The people of Metropolis must somehow outwit Graal before he can create an army of these soldiers, or their planet will be destroyed.

The movie starts with a scene of a young man raping and murdering a woman on a train. Later he rents a room from an elderly wheelchair-bound voyeur and his much younger wife. The elderly man enjoys watching the younger man through the a hole in the wall where he has set up a periscope-like device. The first thing he sees, for instance, is the younger man get forcibly raped by a big black guy he has picked up at a cheesy disco. Then he sends his wife over to seduce the young man, and its eventually revealed the true nature of the couple's relationship and how he came to be in the wheelchair.

Voltaire, a 16th century author was furious that learned members of a "civilized" society could claim that the apparent senseless violence and mayhem wrought by disasters, war, disease, man's cruelty, etc. was actually only a part of some 'greater good'. After all, God (being perfect) could not 'logically' have created anything but the 'best of all possible' universes.
