Hayato (NAKAMURA Shunsuke) is a vagabond since the tragic accident that killed his best friend when driving at high speed. Hayato used to be a Hashiriya with driving technique that cant be imitated by anyone. But when accidentally rescuing the daughter, Mahiro (KITANO Kie), of small tune-up and maintenance shop, from being beaten by the gangster, he gets hired by the factory which was on verge of bankruptcy ever since the owner and father of Mahiro got aftereffects from an illness. The leader of the gangster, Yuya (UCHIDA Asahi) who tried to beat Mahiro is the son of the other tune-up and maintenance shop, and had always wanted Mahiro's shop to expand their business. With persistent harassment from Yuya, Hayato decides to make a deal with a lunatic car and speed maniac, Yuya that he cannot do any harm to Mahiro if Yuya loses the car racing.
It's three years after the events of the original Battle Royale, and Shuya Nanahara is now an internationally-known terrorist determined to bring down the government. His terrorist group, Wild Seven, stages an attack that levels several buildings in Tokyo on Christmas Day, killing 8000 people. In order for the government to study the benefits of "teamwork", the new students work in pairs, with their collars electronically linked so that if one of them is killed, the other dies as well. They must kill Nanahara in three days - or die.
Mizusawa (Takenouchi Yutaka), an explosives expert, is arrested and charged with a string of bank robberies. Because he is a flight risk, Detective Kayama (Ogata Ken) is assigned to transport Mizusawa to Shizuoka for questioning. On the way, Kayama receives word that the hotel where his wife and daughter are attending a party has been rigged with a time bomb. Being a "by-the-book" kind of cop, Kayama refuses to abandon his job and return to help his family. Meanwhile, the hotel is swarming with police and the bomb squad who are searching for the bomb and the culprit. Time is almost up. Mizusawa claims that he is the only who who can deactivate the bomb.
A boy who suffers from impaired hearing and a young girl pianist try to solve the mysterious connection between a series of murders and the boy's entangled memories.
A down-on-his luck writer meets a movie producer, who asks him to write a screenplay on the condition that he visit locations for the film. Chaos ensues.
