One day, a giant alien looking exactly like Outer Man appears in Japan. The actors who played the hero in the TV series decide to fight against the real Outer Man by transforming into the villain alien in the series, Sylvie Seijin.

15-year-old Hatsuko (Higashi Ayu) lives with her elder brother in a humble town house. Their mother died when they were young, and the father disappeared. The brother (Shioya Shun) left high school before graduation to work at a factory, but spends their meager house-keeping money on adult entertainment. Hatsuko, who is poor and has no friends, finds emotional support in Mishima (Sano Kazuma), a boy in her class, who helps her with her study to go to a high school together. However, Hatsuko's brother causes trouble at the factory and gets the sack. Hatsuko gives up her dream of going to high school. In spring, the modest relationship continues between Mishima, now a high school student, and Hatsuko who works at a biscuit factory. One day, Hatsuko's long-gone father reappears. In a drunken frenzy, he sets fire to the house to go and rejoin the mother, leaving Hatsuko without a place to live. Hatsuko leaves the town on her own, drawing strength from the promise of marriage with Mishima.

Romeo, A.K.A. Kosuke Matsuyama (Shun Shioya), is a second-year high school student. A nice, normal, nonviolent type, he suddenly finds himself in the middle of a rampaging crowd of Korean boys, outraged by insults perpetrated by several of his idiotic class-mates on two Korean girls. He makes a narrow escape, but soon after, he and his best bud Yoshio (Keisuke Koide) are sent by their home-room teacher to invite the Korean students to a friendly soccer game as a way of restoring the peace.
The story revolves around high school student Akira Uehara, sensitive and demure by nature. Despite that he has a large crush on the most feared and violent girl in school-Nanako Momoi, who seems fragile and cute, until she opens her mouth. One day, Uehara is made to go to Momoi's house where he meets her mad scientist grandfather and unwillingly becomes the test subject for one of his machines. Accidentally, Momoi alsogets tangled in the experiment and the two end up switching bodies. To make matters worse Momoi in Uehara's body breaks the machine (which will cost 2mil. yen to fix) as she would like more time in this body thus beginning their world full of debts and troubles.

Ninpuu Sentai Hurricaneger vs. Gaoranger is the team-up movie between Ninpuu Sentai Hurricaneger and Hyakujuu Sentai Gaoranger. This can easily fit in between after Sixth Spear, Satarakura and Shurikenger's introduction and before Third Spear, Manmaruba's original death and Super Karakuri Beast Revolver Mammoth's introduction. The only continuity error is the appearance of Manmaruba's motorcycle since his later clone was the one who used it in the series.

Ninpuu Sentai Hurricaneger is Toei's twenty-sixth production of the Super Sentai television series. The catchphrase for the series is "Unknown even to others, unknown even to the world, we become shadows to defeat evil!". Its footage was used in the American series Power Rangers Ninja Storm. On April 1, 2013, Shun Shioya, Nao Nagasawa, Kouhei Yamamoto, and Yujiro Shirakawa, who played Hurricane Red, Hurricane Blue, Hurricane Yellow, and Kabuto Raijer, respectively, announced that a 10th anniversary called Ninpuu Sentai Hurricaneger: 10 Years After would be produced. This is the first time a movie has been made commemorating the anniversary of a single Sentai series. The movie will be a direct to DVD and Blu-ray release.
