The Commissioner of Police is impressed with the diligence and bravery by one of his officers named Vijay, and asks him to re-locate to a lawless town by the name of Shona Pur, which Vijay accepts. He arrives there incognito, and is faced with several challenges, including lackadaisical policemen, who have never arrested anyone. He sets out to put things right. He meets with a young woman by the name of Shanti, who is on the look-out for buried treasure. Vijay and Shanti both fall in love with each other, and both set out to locate this treasure. In order to do this they will have to go through underground caverns, snake-pits, and a gang of thieves who are known to kill anyone who get in their way.
While on his deathbed, the Emperor promises that his Senapati, Vikram Singh, will be treated like his son, and he will get married to a woman from a royal family. Amma (Smita Patil) is a woman who has been raped and then forced to flee her home with her husband and child after her husband kills the rapist. Her life plunges even lower in the overwhelming and crowded city when her husband, in turn, is killed by smugglers. Left alone to fend for herself and her little boy, she desperately tries to instill moral values in her son in spite of the immorality of life all around them. She is indirectly aided in this effort by a dubious hero-type, but there does not seem to be much hope for her future and that of her son.

In order to improve their lifestyle, Lucknow based Ghulam Hussain decides to re-locate to Bombay, leaving his ailing mother and wife, Khairun, behind. Despite of his best efforts he is unable to save enough money to visit Lucknow. Lalulal has problems of his own, despite of being settled in Bombay for several years; having a sweetheart, Yashodra, he is unable to even rent a decent apartment, and lives in a shanty tenement, which is slated to be demolished by the Bombay Municipal Corporation. Will Lalulal and Ghulam be able to improve their lives or will they be caught up in just surviving on a day to day basis?
