A fairly entertaining yarn told in somewhat broad strokes with Wakayama playing against type as a reformed-gambler-turned- Christian minister. Of course, before the tale is finished he is forced by the utterly nefarious, heinous villains to once again pick up a sword and join fellow anti-hero Sugawara in wiping out Evil.

Okatsu the Fugitive is the third film in the "Ohyaku/Okatsu" series. Okatsu; a "tomboy" who is good with a sword. Her father has found her a man to marry and actually she doesn't seem too upset about the situation. At the same time, a bunch of farmers are being slaughtered by a corrupt group running a tobacco smuggling ring. They're being investigated by a man who is documenting their crimes and when they find out about it, they torture him for information but get none. It's not long before he and Okatsu's mother wind up dead and she sets out for revenge.

Tonomura has a singular taste in women. He likes them, but he wants them tattooed. To this end, young Osayo has herself decorated with a celebrated flying-angel pattern and in this way brings much pleasure to her patron. A young hoodlum named Shinnosuke also covets the tattooed maiden. He, decorated with the design of a famous thief, finally gets to her and she responds as she rarely does with her older lover. Also in love with her is a young girl named Okimi who has herself tattooed with a courtesan design just to please the older woman. Having done so, however, she becomes fair prey to the tattoo-loving Tonomura who loses no time in seducing her.

A look at the lives of a troupe of geishas working in a small seaside resort town. For the most part, their lives consist of greeting boatloads of oversexed businessmen and providing bawdy entertainment through the evening followed by private companionship at night, interspersed with occasional catfights with the rival geisha house. Their routine is suddenly thrown off by the appearance of an abandoned baby in the geishas' dormitory, followed by its disappearance only a short time later. Who could be responsible for such a thing?

Satake Shoji had been a trapeze artist in the Ezaki Circus, but when Shingo, his team mate, slipped and fell to his death, he had felt responsible and, sick at heart, left the circus for a life at sea. On land again Shoji goes to a cabaret where he is soon involved in a brawl. Kasamatsu, the owner of the cabaret, impressed by Shoji's strength, offers him a job as his bodyguard. The next morning Shoji visits Shingo's grave and meets Miyako, Shingo's former sweetheart, who is still a trapeze performer and now the star of the Kuroko Circus which Shoji realizes Kasamatsu intends to control.

Keisuke and Shizuko grew up by the Kitakami river and came to fall in love before they knew it. Eighteen years ago, Shizuko was left an orphan and was taken in by Keisuke's parents, who had raised her as their own child. At the riverside when the cherry blossoms are falling, Keisuke, now enrolled in university, promises Shizuko that he will tell his parents about them at the start of the summer vacation. He then sets off for Tokyo...
