32-year-old Tatsuo Fukuda, nickname "Fuku-chan" (Miyuki Oshima), is a painter who lives in a run-down apartment complex called Fukufuku Flats. He has been a resident ever since he moved to Tokyo after graduating from junior high school in rural Tochigi Prefecture, and has held the same job the whole time. He spends his days working up a sweat painting buildings, his nights mediating disputes between the other denizens of Fukufuku Flats, and his days off flying handmade kites down by the riverside. Fuku-chan is a popular guy who treats everyone equally and with kindness, but romance is his Achilles heel, which causes him to totally mess up a date arranged by his workmate Shimacchi (Yoshiyoshi Arakawa)...
A novelist feels the limits of his talent and can no longer write at all. He is lynched by his editor, surprised by a zookeeper that a tiger has escaped, abused by a literary girl, and finally attacked by a real tiger. This ridiculous and tragic story is made into a unique comedy of the absurd through a combination of extremely deformed acting and imaginative visuals, far from realism. In particular, the powerful cutting of the same subject over and over again, from different angles and in different sizes, creates a unique expression, which, combined with the excellent locations, results in a wonderfully calculated fictional space. The use of music is also full of contemporary sensibility, and the combination of music and the scene at the industrial complex is superb.

Shinigami-kun, alias grim reaper #413, is a rookie who pronounces the death of those scheduled to die and brings souls to the nether world. He would appear with the signature phrase “Congratulations! I’m here to call on you” although it is hard to say how this can be a happy occasion, and watch over the dying. To a grim reaper, persuading people attempting to commit suicide and preventing unforeseen deaths is also an important task. But because #413 is new to this grim reaper work, he has a tendency to lean towards humans in his judgments, break the rules of the nether world and get reprimanded by his superior.

The next morning, Tsukiko becomes confused by the situation and becomes even confused when her mother announces that she will marry the much younger Kenji. Kenji, who has dyed blond hair, used to be a chef, but doesn't currently hold a job. Tsukiko is shocked by the situation and runs over to her neighbor/landlord Saku's Tsukiko then shuts herself off from her mother and her new boyfriend. Meanwhile, people around them try to repair Yoko and Tsukiko's relationship, but there's also a secret between Yoko & Tsukiko ...
Tasuku Okano is a diligent young man who was raised by decent family. He works as a new teacher at an elementary school. Tasuko deals with his students the way his head teacher told taught him, but the situation in his classroom isn't very good. He notices that one of his students might be abused, but he tries to ignore it by reasoning that he is too busy to become involved. Tasuko though feels terrible about the situation and decides to help his abused student. Masami was raised by an abusive mother. She is now violent towards her own 3-year-old daughter Ayane. Masami can't help lashing out at her daughter since her daughter was 10-months-old. When she hangs around other mothers in the park, she tries to justify her abusive manners by thinking the other mothers treat their kids the same way.
